Citizens can protest on an issue even if it is pending before court: Andhra Pradesh High Court

The Advocate General, appearing for the State, argued that when the Court had already been called upon, by way of this writ petition, albeit by a government employee in his individual capacity, it was not proper for the employees to give a call for, or proceed on strike, which could bring the State’s administrative machinery to a grinding halt.

While Article 19(1)(a) of the Constitution of India guarantees to all citizens the right to freedom of speech and expression, such right is not absolute, he said.
