Internship Experience at Chhattisgarh Human Rights Commission, Raipur: Learn About Human Rights, Preparing Case Briefs

How did you apply for the internship? 

I got to know about this internship through a LinkedIn post of a post-intern. I visited the official website of CGHRC, and there I got a contact number, 0771-2235591. I called on this no. and I was asked to apply for the next month because internship slots of the current month were already filled.

The basic requirement of applying is a Bona-fide certificate (recommendation letter) obtained from the respective college and a written application stating interest to intern at CGHRC. Since I was residing in Chhattisgarh, I carried the required documents and submitted them to the office.

I was asked to wait for the confirmation call from CGHRC. Three days before the commencement of the internship, I got a confirmation call from the commission and was asked to report at 11 AM. 

First day formalities, infrastructure, first impression

On the first day, every intern was asked to write their personal details and parent’s contact on a diary and sign on the attendance sheet.

The infrastructure of CGHRC was good. The office is not that posh but is spacious from the inside. There are separate sections for computer, accounts and record room and also a courtroom and separate cabins for Chairman, Members and other employees, inside the premise.

Interns have to carry the bare act of Protection of Human Rights Act, 1993, and I was asked to read the bare provisions. After that, we were divided into two-team of 5 interns each. One internship guide was allotted to one team, and he gave a brief introduction of the human rights act and working of human rights commissions.

He told us the importance and role of each section in the commission and introduced us to employees working there. We were also briefed about the kind of work we are going to get and how to do that. Some rules were made clear to us, like the prohibition on the use of phones, strict timing, and maintaining silence in the premise. 

Main tasks

My internship at CGHRC has enhanced my understanding of human rights and knowledge base of laws related to Human Rights. After being completely acquainted with the bare provisions, interns were given decided case files.

Based on the types of complaints registered in the human rights commission, the cases were divided into 29 categories which include complaints related to Naxalite incidents, atrocities against women, complaints related to child labor, etc. We are given one file of a particular category in a day and asked to prepare a case brief. However, we can take as many files; we can compete in a day.

But one case in a day was enough. While preparing case briefs, special emphasis was given to the procedure adopted by the commission in deciding that case and the reasoning behind providing or not providing the remedy to a particular complainant of the case. Since the case files were in Hindi and we had to prepare the briefs in English, it was a tedious task as we were not allowed to use phones even for the purpose of using the dictionary. Only we can ask out doubts and queries to guides in the commission.

Further, there was the process of recording statements of witnesses. Interns were asked to note down the witness statements; after that, there was a common discussion on whether there was any violation of human rights or not. This was a very interesting task. In my internship duration, I got to note witness statements of 4 cases.

At the end of the internship, one has to present the internship report containing all the case briefs and details of other works done in the duration of the internship. Only after presenting the internship report were certificates given to the interns. 

Work environment

The work environment was very positive and comfortable. All ten interns of the morning shift were made to sit on separate table-chair in a big hall.

There were some senior co-interns. One gets to learn from their experiences as well. There was a cabin of Deputy Secretary, and interns could ask any her doubts anytime. The use of the mobile phone was restricted. Interns have to work with full dedication, and the work progress was also checked from time to time in a working day. 

Good things

One of the good things at the commission is that interns can ask even silly questions without any hesitation. One can ask for the English meaning of any Hindi word multiple times without any bar or hesitation.

Since interns have to translate the Hindi files to English, I got to know about lots of Hindi terms frequently used in courtrooms and in police stations.

Though there was strictness related to office timing, if any intern needed to leave early or wanted to take a day off because of any urgent reasons, then it was allowed to take leave. 

Bad things

There were no bad things as such, but sometimes it becomes monotonous to come and translate an already decided case on a daily basis.

Details about accommodation and commute

I was residing in Raipur, Chhattisgarh. So, there was no problem with accommodation and commutation. However, there are affordable PGs available in the nearby area, Telibandha, which is at a 3 KM distance from CGHRC. One can easily get a transport facility from Telibndha to CGHRC.

There is no point in an application being rejected. Internships at CGHRC are provided on the basis of the availability of free slots.
