The Supreme Court had come under criticism during the tenures of previous CJIs for accepting submissions of parties, especially government, in sealed covers.
The Court had been panned by academics for what they called ‘sealed cover jurisprudence’ that kept opposite parties and public in dark about sensitive cases.
