About the Book & Panel Discussion

In 2023-24, Maharashtra’s economy – which is the biggest contributor to the national GDP – is projected to grow at 10% over last year. While economic expansion is important, we must minimise the cost of such expansion to the State’s natural and built environments as well as ensure that the fruits of such expansion reach all.

Vidhi Maharashtra’s Briefing Book is a list of 15 recommended reforms for the State of Maharashtra. The first Briefing Book was released by Vidhi Maharashtra in 2021 and can be accessed here.

This year, our second Briefing Book focuses on three categories of reforms: (a) reforms promoting sustainability; (b) reforms promoting inclusivity; and (c) reforms which would strengthen institutions and promote the rule of law.

For instance, one suggestion deals with reforms to the State laws on tree protection and felling. Another discusses how the State’s cities can be made more inclusive for people with disabilities. Yet another suggestion examines how ward committees and area sabhas under the State municipal corporation laws can be strengthened.

Needless to say, climate change is the biggest threat to our future. Maharashtra and, particularly, Mumbai has been identified as a high-risk zone by various studies over the years. For instance, the latest report of the United Nations Intergovernmental Panel on Climate Change predicts water scarcity, variable rainfall, flooding and heatwaves for the State in the coming years.

Given this context, the panel discussion will specifically focus on issues pertaining to sustainability. The idea would be to identify challenges and, more importantly, reforms in law, policy and practice for the sustainable development of the State.

Since Maharashtra is one of the most urbanised states of the country, any conversation on sustainability is incomplete without talking about the State’s cities. For this reason, the panel will also discuss how the State’s cities can be made more safe, sustainable and resilient for all its residents.
