The incident took place in Sausrapur village, they said.
The villagers have expressed apprehension that the two were hanged after the murder.
Police reached the spot after being informed about the incident and sent the bodies for post-mortem.
The villagers have alleged that the shoes of the youth were found a little distance away from the body and dragging marks were also seen on the ground and apprehended that the two were hanged after the killing.
Superintendent of Police Kunwar Anupam Singh said police had recovered a suicide note from the spot.
