Delhi High Court stays order to set up HPCs to enforce Pay Commission recommendations in private schools

In a detailed order, the single judge had held that the private schools must implement the recommendations of the sixth and seventh CPCs and pay their teaching and non-teaching employees the recommended salary and other benefits.

Justice Singh had directed the Delhi government to constitute HPCs at the zonal and central level to supervise the process.

The Court had added that the central committee should be headed by Delhi’s Education Secretary and that it should also have one representative from the schools among its members.

The Zonal committees were to be headed by the Zonal Education Officer and were to deal with issues such as fee hikes, salaries, and other benefits. This committee was supposed to recommend its findings to the Central committee.

[Central Committee] after receiving the recommendations of the Zonal level Committee shall decide the issue recommended to it, expeditiously, preferably within six weeks from the date of receiving the said recommendation,” the single-judge had said.
