Kerala High Court beefs up security after suicide attempt by litigant; to introduce online entry pass for public

A notice detailing the more stringent security checks was issued by the High Court Registry on October 29. This came just a few days after a litigant attempted to commit suicide at the High Court and was saved only due to timely intervention by security personnel.

“Fool-proof security in the High Court can be ensured only if the identity of all the stakeholders entering the building is verified / ascertained by the security personnel posted at the entry points. Lack of co-operation in this regard from the stakeholders will defeat the purpose and can lead to security breaches. Several instances of security breach have been reported in the recent past. A few days back such an incident has again been reported in the High Court Building and it was only due to timely intervention of Security personnel that we could avert casualties,” the notice stated.

The new measures focus on more stringent identity verification and an online pass management system will soon be enabled on the High Court website so that litigants, visitors, members of the public, and other workers are able to enter the High Court.

Other instructions that have been issued for this purpose are as follows:

  • All Staff members of the High Court shall wear their identity cards conspicuously while entering the High Court premises, so as to enable the security personnel to ensure their identity. They shall also mark their attendance through the biometric machines installed at entry points. 

  • Advocates who are not in robes are required to show their ID card at  the entry points for identification. Verification of the identity of person(s) wearing the robes of a lawyer will be done only if a suspicion arises as to their identity. 

  • Advocate clerks shall produce their identity cards, if demanded by the security personnel, to enter the High Court building. 

  • Pass will be mandatory for litigants, visitors, public, workers etc. for  entry into the High Court building. Online Pass management system will be enabled in the website of the High Court w.e.f. 31.10.2022. 

  • All persons coming with baggage are required to scan their baggage  and get clearance from the security personnel at the entry points.
