While so, the petitioner argues that the 2023 guidelines fail to the achieve the goal of water conservation, that they do not adhere to the principle of sustainable development, are ambiguous, and do not incentivise the conservation of water in any manner whatsoever.
“To highlight a few points, neither is the credit system for water conservation devised by the Authority even remotely effective, since the amount of rebate provided in the form of water credits is extreme low, nor have the industries supplying treated groundwater to the irrigation sector, been given any effective incentive in the form of rebate/ credits in order for them to continue the said exercise,” the plea explained.
