The issue before the court was regarding validity of the opening and continuation of rowdy sheets against the petitioners who claimed that such rowdy sheets were being continued even after acquittal, and quashing of complaints.
They alleged that they were called to the police station, police personnel visited their homes, obtained their photographs and branded them rowdies without following any procedural safeguards.
