The petition filed by Jadhav stated that in order to preserve the work of the eminent jurist, which would otherwise be stored in a precarious condition, his writings, speeches and letters exchanged with him ought to form part of the literature which can be accessed by all members of the public.

In this backdrop, the Dr Babasaheb Ambedkar Source Material Publication Committee had been constituted with Minister of Education as the President and 22 other members including officials of the government, eminent scholars and active members of Ambedkarite School of Thought.

The plea stated that there were several published as well as unpublished articles with the Principal Secretary of the Department of Higher and Technical Education, but till date, only 21 volumes have been published by the State.
