The Court stated that the draw of lots may continue, but all persons genuinely found to be displaced from J&K due to terrorism should be included in it.
However, it was directed that the allotment of plots should not be finalised till the government comes up with a concrete policy keeping in view the observations made in the order “in a very sympathetic manner”.
The Court also clarified that all persons who verified to be genuinely displaced Kashmiri Pandits should be included in the draw of lots.
