Umar Khalid submits before Delhi High Court documents explaining meaning of ‘Krantikari’, ‘Inquilab’

The Court said that the documents have not come on record and, therefore, adjourned the matter for hearing tomorrow.

Khalid is on trial for offences under the Indian Penal Code and Unlawful Activities Prevention Act (UAPA).

During the hearing of Khalid’s bail plea on Wednesday, the Bench of Justices Siddharth Mridul and Rajnish Bhatnagar had questioned what Umar Khalid on meant when he used the words “inquilab” and “krantikari” in the speech that he delivered at Amravati.

The bench had asked Senior Advocate Trideep Pais, who was appearing for Khalid, to explain the meaning of the words and the context in which they were used because understanding this was necessary to understand whether he was part of the conspiracy that resulted in the Delhi riots of 2020.

“We have to look at what he means by the words “inquilabi” and “krantikari”. You say this does not incite anyone. The question is it is not a knee-jerk reaction… The point is why should he refer to it as “inquilabi” and krantikari”,” it had said.

When the case was taken up for hearing on Thursday morning, it was informed by Khalid’s counsel that documents including compilation of case laws have been handed over to the Court.

Pais informed the Court that the documents include materials to explain meaning of ‘Krantikari’ and ‘Inquilab’.

Pais has also submitted judgments and case laws related to UAPA as well as other materials “necessary for adjudication of appeal” have been submitted.

“In order to place the judgments on record as well as the relevant materials, adjourn it for tomorrow. A copy of also to be sent to Special Public Prosecutor appearing for the Delhi government,” the Court said in its order while keeping the matter for hearing on Friday.
